Eligibility

The following entities are eligible: (a) National Government Agencies including attached agencies, regional offices, and operating units; (b) Local Government Units including Local Universities and Colleges; (c) State Universities and Colleges; and (d) Government-Owned and -Controlled Corporations. They must also meet additional requirements such as the ability to issue an Official Receipt, as specified in DEPDev Memorandum Circular No. 01, s. 2026.

Private sector entities or individuals are NOT ELIGIBLE to apply. However, they may participate as partner entities, provided their names and the nature of the partnership are disclosed in the application form.

Yes, but they may not qualify due to additional requirements in DEPDev Memorandum Circular No. 01, s. 2026. In such cases, proposals can be submitted through their provincial/municipal/city governments or schools division offices. The Program/Project Leader must come from the corresponding LGU or SDO.

Yes. The Program/Project Leader must: (a) be a Filipino citizen of legal age; (b) hold a permanent or regular position and not be due to retire during implementation; (c) not have been found guilty of any administrative or criminal case; and (d) not be related by consanguinity or affinity up to the fourth civil degree to DEPDev officials and technical staff involved in processing or approving the proposal.

Proposal Submission

The deadline for submitting proposals is on May 05, 2026 (Tuesday), at 5:00 PM Philippine Standard Time.

Four types qualify: (a) Pre-commercialization, Commercialization, or Diffusion of Innovations; (b) Innovation Facilities and Services; (c) Innovation Culture Promotion and Capacity Building; and (d) Innovation Policy and Administration. Proponents may combine elements from each type. Note that proposals involving any form of investment will not be permitted.

No, there is no limit. However, it is highly recommended that the Head of Agency track all submitted proposals and ensure they have management clearance and agency support for implementation.

Yes. Funding thresholds are: Pre-commercialization / Commercialization / Diffusion — up to PhP 7.5M; Innovation Facilities and Services — up to PhP 7.5M; Innovation Culture Promotion and Capacity-Building — up to PhP 5M; Innovation Policy and Administration — up to PhP 7.5M. Approved budgets may still be subject to negotiation.

Yes. The allowed duration may exceed one (1) year. However, the final implementation timeline may still be subject to negotiation after approval based on the assessments of the NIC-ETB and NIC Secretariat.

Yes, provided the primary proponent is an eligible public entity with a proven record in innovation programs. There should only be one lead agency serving as the primary proponent to avoid duplicative submissions.

Yes, provided it does not constitute double funding and aligns with the types of programs outlined in Annex B of DEPDev Memorandum Circular No. 01, s. 2026.

Yes. However, you must first be cleared of all physical and financial accountabilities from your previous programs/projects.

The evaluation process takes 60 to 90 days from the close of the call for proposals until the issuance of the Notice of Award.

Once you Submit as Final, a confirmation email and proposal code will be sent to the registered email of the Program/Project Leader and Head of Agency. Use the proposal code in the Track section of EIGIS for updates on your proposal status.

User Registration

Innovation is the development of new or improved policies, products, goods, and services, which are then spread or transferred across the market. [Section 3(f), Republic Act No. 11293]

Section 21 of R.A. No. 11293 or the Philippine Innovation Act provides for the establishment and administration of the Innovation Fund which aims to strengthen entrepreneurship and enterprises engaged in developing innovative solutions benefitting the poorest of the poor. An amount of One Hundred Million Pesos (PhP 100,000,000.00) is appropriated to support innovation programs, activities, and projects undertaken by eligible government agencies.

Only the designated Program/Project Leader, who holds a permanent plantilla position and is authorized by their Head of Agency, can register with EIGIS and submit a proposal.

Download and complete the prescribed Authorization Form template, then obtain approval from your Head of Agency. Once you have the signed form, click Register on the homepage, fill out the form using the same email and details in the Authorization Form, and upload a copy of the signed Authorization Form in .pdf, .jpeg, .jpg, or .png format.

Please ensure the information in the signed authorization form matches exactly with the details encoded in EIGIS. Results of your account registration will be sent within three (3) working days.

Only proposals submitted through EIGIS will be accepted. Log in to your account, go to Create Proposal, and fill out all required fields in Forms 1, 2, and 3. You may Save as Draft or Submit as Final. Once submitted as final, no further changes will be allowed. A confirmation email will be sent upon receipt.

The agency has the discretion to authorize additional Program/Project Leaders as needed, depending on the number of proposals it intends to submit. One Program/Project Leader may also submit multiple proposals.
